Invitation to tender for two-country Decent Work mapping study

The Decent Work and Labour Standards Forum (the ‘Forum) is inviting proposals to conduct a study answering the research question: what does the Decent Work Agenda add to eliminating poverty, and promoting recovery from the global food, fuel and financial crises? Specifically it will examine the uptake and effectiveness of the Decent Work Agenda in two countries. A more detailed research proposal, with a suggested methodology, is available at: http://www.decentwork.org.uk/?attachment_id=115 

Funding

Between £40,000-45,000 is being allocated for two researchers to carry out this study. It is anticipated that this would cover up to 24 days of work for each of the researchers (being two 5-7 day in-country visits, plus five days of preparation time, and five days of writing up the results), in-country costs, and travel and incidental expenses.  

Research timeline and outputs

The researchers would be expected to commence work by early October, and to produce a draft report for discussion by early December. The final report should address the research question and provide recommendations for national governments, DFID and other bilateral donors, multilateral donors and social partners. The researchers would also be required to participate in the communication of results including seminars organised and funded by the Forum.

Selection criteria for applicants

The applicant(s) applying should have backgrounds and/or research track records on: labour economics; social protection; international labour standards; institutional knowledge of ILO and UN systems and the UN reform agenda; institutional knowledge of DFID, bilateral donors and the aid effectiveness agenda; data collection, analysis and reporting skills; and communications skills (particularly forward looking planning for using outcomes of mapping with different audiences)

Applicants can apply either as an individual researcher, or as a two-person team. Applicants applying individually are not expected to meet all the criteria, and will be considered as part of a possible two-person team formed by the commissioning organisations. Applications from outside the UK are welcome.

Decisions on applications will be made on the papers, however follow-up interviews by phone may be a possibility.

Commissioning organisations

This research is being commissioned and funded by the Decent Work and Labour Standards Forum, with additional assistance provided by the UK Department for International Development (DFID) and the Trades Union Congress (TUC). The Forum will provide oversight to the researchers, and be responsible for organising activities to disseminate and discuss the findings.
